E1: TR: Unable to Log into JDEPLAN on the Deployment Server after 9.2 Tools Upgrade - activconsole.exe has stopped working

After upgrading the Tools Release on the Deployment Server to 9.2, the JDE user is unable to log into JDEPLAN. A popup error message is displayed that states 'activconsole.exe has stopped working.'

The following errors appear in the jde.log:
