E1: PKG: Package Deployment Fails for Multiple Servers of Same Platform Type

Symptoms
A new full package was built successfully on primary server with compress option enabled for server. When trying to deploy the compressed package to other servers of same platform, the following errors are seen in svrpkgBuild.log
Thu Jul 21 00:21:24 - spkgsvr.c:3589 PKGSVR0135 ERROR: Failed to load library jdesetuputil.dll. Error 126
Thu Jul 21 00:21:24 - spkgsvr.c:2499 PKGSVR0110 ERROR: Failed to deploy.
Thu Jul 21 00:21:24 - spkgsvr.c:1741 PKGSVR0098 ERROR: Failed to deploy package. Restore the backed up package manually.
Thu Jul 21 00:21:24 - spkgsvr.c:2499 PKGSVR0110 ERROR: Failed to deploy.
Thu Jul 21 00:21:24 - spkgsvr.c:1741 PKGSVR0098 ERROR: Failed to deploy package. Restore the backed up package manually.
jdesetuputil.dll is present in the location drive:\JDEdwardsPPack\E920\system\bin32 on all the servers.
Below error message was observed in Windows Event log under system.
