E1: 07: P07620 Insufficient Leave Balance Error for Employees with Balances

Symptoms
User is storing employee leave balances in the F06146 and runs a July to June financial (and leave) year. Want to use the P07620 for self service leave entry. The embedded P053020 correctly calculates and displays available leave, but during leave entry the P07620 calls the B0701260 - Validate PTO Availability and this returns balances based on the calendar year.
Currently it is financial year 14 for AU, but the B0701260 looks at year 15 in the F06146 and finds no one with available leave so all leave entry errors.
Although there are enough leave available, the system is throwing out the hard error that there is not enough leave.
