E1: 43: Error Check During P4312 When No Primary Location Exists (Doc ID 2300987.1)

Symptoms

When performing a PO receipt in P4312 and no primary location exists for the item being received, a F4111 record is created but there are no F43121 records created.  The system does not give an error to indicate that a primary location does not exist or that the F43121 record was not created. The system should throw an error not allowing the user to receive the order, as this will cause data integrity issues. The only way to fix these issues is by using a database utility tool to add in the missing F434121 records.
