E1: 49: Load Stop Sequence Not Showing All Stops when overriding Ship To Address (Doc ID 2313345.1)

Customer entered 4 sales order, single shipment consolidation and got 4 shipments. As the orders are entered an override address is entered on some of the orders. When a load is build using these sales orders, you can see all 4 shipments in the load and you can see the different locations, but when you go into the stop sequence screen, it only slows two of them.
User enter 4 Sales Orders, single shipment consolidation, so 4 shipments are created. As the orders are entered an override address is entered on some of the orders and the the shipment created will have routing options based on the Override Address.
If the shipments are added to a load and 2 shipments have the same Ship To Address, but different Ship To Address details, the Load Detail Shipments form is treating both shipments as the same Del Stop and the Load Stop Sequence form is only showing the one stop for both shipments. Load build is ignoring the override address details.
