E1: XML XML Dispatch Kernel Crashes On Startup (Doc ID 2317534.1)

Symptoms

When attempting to startup E1 services, XML Dispatch kernel fails to start(It goes zombie right away).   The issue was reported in Tools Release 9.2.1.4 running on Solaris.
