E1: DB: Unable To Open Database E1Local on Deployment or Fat/Development Clients

Information in this document applies to any platform.
When attempting to login to the Deployment Server or Development Clients, the message 'Unable to connect to E1Local' is displayed.
In the JDE.log the following error is present.
The E1Local Database is not registered to the Local Listener
This causes E1 to be unable to login.
