Symptoms

While working on a Composite Page using Designer Pane and tasks, when using URL type all the tiles using url task type appear as "Permission Denied".

This only happens if the user in question has application security set up for *ALL applications either *PUBLIC, role or individual level.
Same tasked used in the Composite Page work properly from the Navigator.

If the *ALL applications security is removed the tiles appear enable as they should.

Similar issue was seen in newer tools release, 9.2.5, 9.2.6, 9.2.7:

In composed page, Task type tile, only with hover link URL (no task defined), in composed page, Displays "Permission Denied" when Deny *ALL Application Security Is Setup.

The task tile created in the composed page does not have a task referenced, only hover link URL.
The same task type will be visible in a composed page when there are no other application tiles, or batch tiles.
But if in the composed page, there is a task type tile and an application tile, the task type tile will have Permission Denied, not able to access the hover link.
The same task type will be visible in a composed page when there is no *ALL Application security defined for the user/role.
