Symptoms

When trying to install 9.2.2.x Server Manager Console onto WebLogic 12.2.1.3.0 running 64-bit JDK 1.8.0_172 on a Windows 2016 Server, the installation fails at 80% or 88%. The following is seen in the installActions.log file:
