E1: CHA: Failed To Launch Standalone Change Assistant With Newer Java Versions (Doc ID 2428752.1)

Symptoms

Scenario 1

When attempting to run the standalone version of Change Assistant on a Windows 2016 Server machine nothing happens, but the following is seen in the jas and jderoot .log files:

 

 

Scenario 2

The same issue can be seen even in case of regular (On-line) version of Change Assistant. The tool will crash with error message - Java Web Launcher Error
