E1: SCHED: Scheduler Stops Launching Jobs After Upgrading to Oracle Database 12.2 (Doc ID 2449829.1)

Symptoms

The EnterpriseOne (E1) Scheduler (P91300) application launches one scheduled job successfully after E1 services are started, and then the Next Submit Date field for the Job Launcher goes blank, with a time of 00:00:00, and no more scheduled jobs launch after that, even though there are actually records for future scheduled jobs in the F91320 table. No future job launch times are detected by the scheduler kernel, and therefore no future scheduled jobs launch.
