E1: LDAP: After Upgrade to Tools 9.2.2.5 Can't Start Enterprise Server Due To Security Error with Port 389 (Doc ID 2488201.1)

Symptoms

After upgrading tools release to 9.2.2.5 with LDAP port 389 unable to start JDE services.

But when the port 389 has been changed to any other port like 3189 everything works fine. Also If the tools release has restored to older one everything works fine.

It fails with below errors in kernel logs.
