E1: ORCH: Report Service Request Not Showing Variables as Input Parameters

Symptoms
When a Orchestration is setup with a call to a report service request. And the report service request has been set to report interconnect values with variables. Then the variables are not being shown in the input parameters when attached to the orchestration. Tried clearing xml cache, recreating both the orchestration and report service request but still same issue.
STEPS TO REPRODUCE
===============
1. Using Report R041102A create new Report Service Request
2. Go into Report Interconnect section and add variables to a few fields shown
3. Save SREQ
4. Create new Orchestration and add the Report SR to the Orchestration.
5. See that no input parameters are shown so unable to pass variables into the report. See screen shots from customer and support
