E1: KER: Unable To Connect To Servers Getting Security Server Error (Doc ID 2549322.1)

Symptoms

1) After doing a maintenance when systems were brought back up customer is are unable to connect to servers.
2) The porttest runs successfully with no issue for port 6017.
3) The logs keep pointing to a firewall issue even when no firewall is running
4) Customer keeps getting security server down error

The logs show errors of the type

889 Fri May 17 11:06:53.439952 netconn.c1166 Bind for socket 2 on port 6017 failed. Port in use, now forcing the bind. Please verify that no other processes are using this port.

949 Fri May 17 11:09:19.988576 netqueue.c2875 putExternalQueue0x04 (kernel) failed for msg id 1, pid=890, queue name=<Krnl890RspQ>, lastIPCError=<eIPCNotFound>.

1017 Fri May 17 11:09:06.962024 sc_dsptc.c703 SCHEDULER - Unable to send message. Failed with 2
