E1: TC: Flat File With Special Characters Fail to Convert when Table Conversion UBE is Run

Symptoms
When running a table conversion UBE which reads data from an input flat file (.CSV) and output the data to EnterpriseOne custom table, the record is not inserted into the table if the flat file data contains special character. The system stops processing if there's any strange character found in the input file.
For example, a word like 'Rajongói', 'Telepítő' would not be processed.
The flat file encoding has been set up as UTF8 in P93081 application.
The UBE debug log contains the following error:
