Symptoms

After ESU JN17411 (JN17470) is installed, Guam state income tax (tax type F) is withholding at a higher rate.  This issue was previously fixed under bug 28179584 RESIDENT FILING STATUS IGNORED FOR GUAM TAXES.   The system no longer passes the Federal Filing Status and exemptions to the Resident State withholding tax handle.
