Symptoms
When Personal form is not available to the users, Form extension won't be displayed for any application.
In Feature Security (P00950 Form Exit > Feature Security), Form Extensions feature is enabled but Personal Forms feature is disabled.
In an application (example P01012), after user click on Form Extension button, the Form Extension Manager cannot be displayed. User is unable to create any form extensions.
