E1: 07: Tax Method 2 Non-Statutory EE Does Not Report Taxable Wages (Doc ID 2626482.1)

Symptoms

After applying baseline ESU JN17029 Tax Method 2 Causing All Wages To Be excludable, thus producing a zero taxable wage. Taxable wages need to be reported. W2 is not populated with the taxable wages, this is incorrect.

STEPS TO REPRODUCE
==================
1. Setup a non-statutory employee for Tax Method X.   
2. Employee is exempt for Federal and State Withholding
3. Enter in a interim payment
4. Notice History creates Tax History Type S records (this tells the system
to mark the employee as statutory on the W2)
5. Only one W2 is created
