Symptoms

When a RTE event is generated in 9.2.3.x system or in tools release 9.2.2.6 or later , the RTE format misses the prolog (eg., <?xml version = '1.0' encoding = 'UTF-8'?>) which was available in previous tools releases

This might cause integrations designed with third party systems based on old format to fail
