Goal

Modify LocalLogicCatalog.xml properly so that changes are not reverted after making other configuration changes from Server Manager Console.

Background: Occasionally, it may be necessary to modify LocalLogicCatalog.xml. This file is used to designate certain business functions to run on the HTML Server instance.
