Modify LocalLogicCatalog.xml properly so that changes are not reverted after making other configuration changes from Server Manager Console.

Background: Occasionally, it may be necessary to modify LocalLogicCatalog.xml. This file is used to designate certain business functions to run on the HTML Server instance.

This is only possible for TERs and certain business functions with Java implementations contained in ApplicationLogic_JAR.jar. For more information regarding LocalLogicCatalog.xml, see E1: BSFN: Frequently Asked Questions on Business Functions and NER Running on JAS (Doc ID 1090584.1).
