E1: PKG: Tools Release 9.2.5x and later, Full Package Build Still Includes the Local Database (Doc ID 2743762.1)

Symptoms

You are on tools release 9.2.5x or later and trying to build a full Package and it is still trying to include the local database when it shouldn't be.

Following messages appear in the ClientPkgBuild.log which indicates the Package will include local database:
Package will include the local database.

This is not correct. Ideally clientPkgbuild.log should say:
"Client package will not include the local Database."

May also see the following in the clientpkgbuild.log and jde.log:

Local repository is of type ORACLE.
PKGMSC0037 ERROR: Failed to create spec repository.
Repository created/attached.
PKGSPC0013 ERROR: Failed to create spec repository on the build machine.
Detaching the local repository on the build machine. This will take some time.
PKGRDB0016 ERROR: Failed to export local oracle database(tablespace) SPEC__PY240215F.
PKGMSC0039 ERROR: Failed to export spec repository.

Mastering Mode is set, reset status to NEW BUILD for Enterprise Server.

 

The issue is this error in the jdedebug.log:
PKGINT0020 - Failed to fetch record for DEFAULT in F9883.

If you try to install the package you may see this message:
Validation of package in file \\<depsvr>\E920\package_inf\<pkgname>.inf failed!!! Package validation failed. The selected package <pkgname>. has its specs built in a local database; however, the full package already installed has its specs built in a remote database. Please select another package.
