E1:ORCH: Orchestrator/AIS Reactive Basic Authentication functionality (Doc ID 2768476.1)

Customer has third party application that needs to consume an Orchestration and the third party application  only supports Reactive Basic Authentication, i.e. request is made, server returns 401, client resubmits request with authentication header. Currently AIS basic authentication only supports Preemptive authentication. There is a business need for  Orchestration/AIS server to also use Reactive Basic Authentication to accept both Reactive and Preemptive authentication types?
