E1: ORCH: Unable To Perform Orchestrations Or Notifications From UBE Using B98ORCH (Doc ID 2786523.1)

Symptoms

Working with E1 9.2 Tools Release 9.2.4.1 using B98ORCH to call an ORCH from a UBE that should send a Notification. 

The Notification is not sent consistently and when it doesn't send the UBE ends in error. When that happens the UBE leaves a zombie on the UBE server. AIS is configured correctly.

Same Notification works fine when call from an ORCH and when tested in Studio at all times.
