Symptoms

MRP R3483 suggests cancel message for an existing past due supply order and generates new order messages rather than creating a defer message for the past due supply messages

The issue can be reproduced at will with the following steps:
1. P48013 - Create a past due work order supply and set freeze option to yes
2. P4210 - Create a future sales order demand
3. R3483 - Run MRP
4. P3411 - Review MRP messages and observe a cancel message created for an existing order and a new order message is generated to satisfy the sales order demand instead of deferring the past due work order supply
