Symptoms

The Server Manager Agent's, C:\jde_home\SCFHA\config\agent.properties, is being updated as though TLS is configured on the SM Console. However. TLS is not running on the SM Console. After updating the agent.properties to exclude the managed instance specific statements and restart the managed instance, the statements are re-inserted. This is preventing the runtime metrics from displaying.

Steps to Reproduce:

1. Verify agent.properties is not setup for TLS, it will appear similar to below, (JMX usage and ports may differ)
