E1: 13: Work Order Pick List - R13415 Updates Backordered Quantity (F3111.SOBK) for Components Already Issued (Doc ID 2835958.1)

When having the same purchased item defined more than once in the Work Order Parts List of a maintenance work order, for the same operation sequence and running WO Pick List - R13415, the Quantity Backordered (F3111.SOBK) field is calculated incorrectly.
The formula is calculated as: Quantity Backordered (F3111.SOBK) = Order Quantity (F3111.UORG) - Quantity Available (OH) at the time that either Work Order Processing / Work Order Pick List is run or interactive parts list attachment occurs.
However, the above logic is not applied and further more, even if the material is issued for the full requested quantity through P31113 - Work Order Material Issues, the Quantity Backordered is not recalculated after re-running R13415.

The issue can be reproduced at will with the following steps:

1. P3009 - Set the Manufacturing Constants with:
   - Backflush Options = 1 - Based on Commitment Control
   - Commitment Control = Primary Location
   - Hard/Soft Commit = Soft, Hard when printing
2. P4101 / P41026 - Create a purchased component
3. P4114 - Adjust 60 EA into the Primary Location for the purchased component
4. P41202 - Note that Primary Location has the On Hand Quantity = 60 EA
   
   Test 1
5. P13700 - Create a WM order for an existing equipment
6. Databrowser: F3111 - no records exist in the table for the above WM order
7. P13730 - Add the above component on 3 different Parts Detail lines, on the same operation sequence:
   - component 1, line number 1, Op Seg # 1, Estimated Quantity = 30 EA
   - component 1, line number 2, Op Seg # 1, Estimated Quantity = 40 EA
   - component 1, line number 3, Op Seg # 1, Estimated Quantity = 10 EA
8. Databrowser: F3111 - there are 3 different records created for the same component:
   - component 1, line number 1, Op Seg # 1, Quantity Ordered (Alias: UORG) = 30 EA, Transaction Quantity (Alias: TRQT) = blank, Quantity Backordered (Alias: SOBK) = blank, Committed (H/S) (Alias: COMM) = S - soft
   - component 1, line number 2, Op Seg # 1, Quantity Ordered = 40 EA, Transaction Quantity = blank, Quantity Backordered = blank, Committed (H/S) = S
   - component 1, line number 3, Op Seg # 1, Quantity Ordered = 10 EA, Transaction Quantity = blank, Quantity Backordered = blank, Committed (H/S) = S
9. P41202 - Primary Location shows the On Hand Quantity = 60 EA, Committed (quantity) = 80, Available (quantity) = - 20
10. BV: R13415 - Set the processing options to update the material status, print the work order header and parts detail text and allocate a Pick Slip Number; data select the above WM number
11. Databrowser: F3111 - The 3 different parts detail line records show the following details:
    - component 1, line number 1, Op Seg # 1, Quantity Ordered = 30 EA, Transaction Quantity = blank, Quantity Backordered = 20, Committed (H/S) = H - hard; F3111.SOBK should have been calculated to 30 - 60 = - 30; >>>> correct F3111.SOBK = 0 (blank)
    - component 1, line number 2, Op Seg # 1, Quantity Ordered = 40 EA, Transaction Quantity = blank, Quantity Backordered = 20, Committed (H/S) = H; F3111.SOBK should have been calculated to 30 + 40 - 60 - 0 = 10; correct F3111.SOBK = 10
    - component 1, line number 3, Op Seg # 1, Quantity Ordered = 10 EA, Transaction Quantity = blank, Quantity Backordered = 10, Committed (H/S) = H; F3111.SOBK should have been calculated to 30 + 40 + 10 - 60 - 10 = 10; correct F3111.SOBK = 10
    
    Test 2 - issue some materials between the first and second run of the R13415
12. P13700 - Create a WM order for an existing equipment
13. Databrowser: F3111 - no records exist in the table for the above WM order
14. P41202 - Primary Location has the On Hand Quantity = 60 EA
15. P13730 - Add the above component on 3 different Parts Detail lines, on the same operation sequence:
    - component 1, line number 1, Op Seg # 1, Estimated Quantity = 30 EA
    - component 1, line number 2, Op Seg # 1, Estimated Quantity = 40 EA
    - component 1, line number 3, Op Seg # 1, Estimated Quantity = 10 EA
16. Databrowser: F3111 - there are 3 different parts detail lines created for the same component:
    - component 1, line number 1, Op Seg # 1, UORG = 30 EA, TRQT = blank, SOBK = blank, COMM = S - soft - component 1, line number 2, Op Seg # 1, UORG = 40 EA, TRQT = blank, SOBK = blank, COMM = S

21. P31113 ZJDE0002 - Issue the materials for the first work order parts detail line, Quantity Ordered = 30, Issues (quantity) = 30
22. P41202 - The component on the Primary Location shows On Hand = 30 EA, Committed = 50; Available = - 20, WO Hard Commit = 50
23. Databrowser: F3111 - the first parts detail line has the Transaction Quantity (TRQT) updated to 30 EA
24. BV: R13415 - Second run - set the processing options to update the material status, print the work order header and parts detail text and allocate another Pick Slip Number; data select the above WM #
25. Databrowser: F3111 - The 3 different records show the following details:
    - component 1, line number 1, Op Seg # 1, UORG = 30 EA, TRQT = 30 EA, SOBK = 20, COMM = blank; F3111.SOBK should have been calculated to 0 (blank), as the commitment has been relieved already during material issue transaction
