E1: 43: PO Generator(P43011) is not using Quantity Reorder Point decimals for the Suggested Order Quantity

Symptoms
The PO Generator(P43011) is not using Quantity Reorder Point decimals from the Item Branch Quantities for the Suggested Order Quantity (SOQ). Instead SOQ is
rounded to zero decimals even though the DD item QTYINV is 3 display decimals.
Step to reproduce:
- The DD item QTYINV is 3 display decimals.
- In Item Branch Quantities P41022 (Quantities row exit), set up for reorder. The Reorder Point (ROPI) is decimal point value (ex. 7.02)
- The total quantity on-hand is equal to or less than the reorder point.
- Open the P43011 and see it suggests a purchase order quantity of 7 which should be 7.02
