E1: ORCH: UBE Output is not Sent Through Message Request With Error 'Could Not Retrieve File to Attach'

Symptoms
In tools release 9.2, an orchestration is used to perform multiple tasks with a initial report request to submit a custom report (UBE) and a message request to email the UBE output.
When attempting to run the orchestration the email is sent without any attachments even when the UBE is still in 'P' processing status. The below errors are seen in the email regarding the attachment
The UBE eventually completes and moves into 'D' done status after the mail is sent.
Steps
1. Login into Orchestrator studio
2. Select the 'Orchestrations' option in the home page
3. Search and select the orchestration
4. Run the orchestration
5. Check the email attachment
