Symptoms
When attempting to save a new Report Service Request for any E1 UBEs with the "Override version" option turned on, it hangs and unable to create it.

Steps to Duplicate:
------------------------------
1. Create a new report service request with one of our standard UBE
2. click on the override version radio button.
3. Click on Save
4. Hangs.
