E1: 08: Adding Employee With Duplicate Tax Id But Different Country Code Gives SSN or Other Employee No. Already Exists Error (Doc ID 2872876.1)

Symptoms

A US employee could have the same SSN as a Canadian SIN number. The software will not allow this and will give an SSN or Other Employee No. Already Exists error at entry.
This is a valid entry for different countries.

Steps:
1. Note the Tax ID on an existing US employee.
2. Add a Canadian employee with country CA from P0801.
3. On the Address Book Revision P01012 step, enter a Canadian address with a Canadian SIN using the same number as the Tax ID noted in item 1 above for the US employee. 
4. You will receive a hard error: SSN or Other Employee No. Already Exists.
