Symptoms

When logged in as a language user, if the homepage has a composed page containing a springboard, the springboard does not load and displays the message  "The menu index is in the process of being rebuilt. Your content will load shortly. You should be able to perform most tasks within the system while you wait." in the corresponding language. Below image shows how it is displayed for a Simplified Chinese (CS) language user but similar message is displayed for other language users as well. It works for the same user if logged in as blank (domestic) language user.
