Update Packages are still intended to lock the server after 9.2.6+, Full Packages are not intended to lock the server

When attempting to deploy a full package on Tools Release 9.2.6+, the R98825D ended with following error.

Starting with Tools Release 9.2.6.x the package deployment no longer requires obtaining a lock on the Enterprise Server services.
