E1: 07: P07210I OR Metro SHS Tax Is Not Excluding 125 Plan or FSA Deductions

Symptoms
Per the Vertex Calculation Guide, both the SHS and PFA follow the OR state withholding tax for pre-tax deductions and should be treated as excludable.
The L (PFA) Tax Type is treating the 125 plans and FSA as excludable.
The F3 (SHS) Tax Type is not.
Steps to duplicate:
1 - From P0801 choose an Oregon employee that has 125 Plan and FSA deductions.
2 - Employee Nat'l/Fiscal screen (P0801US)- Resident Tax Area = 38, Work Tax Area = 380510460
3 - From P07210I calculate an Interim for the employee and review Tax Detail.
4 - Notice that the 125/FSA deductions are not being treated as excludable.
