R3483 Process planning attempts duplicate inserts into planning files and workfiles.

Steps:

1. Locate or add typical P41021 process data items, such as may be used for simple consolidation MRP.
2. Add P3003 Process Definition with at least 2 co-products, at least one by-product, and at least 3 ingredients.
3. Set BF Forecast in M10, not in consolidation (M30) branch plant.
4. Run R3483 with simple consolidation mode (method 1) in R3483, with logging.
5. Review for logs for errors OCI0000178 and OCI0000179.
