E1: 46L: Invalid Commitments Left For Staging Location When Processing 2-Phase Picking With Dual UOM Item (Doc ID 2900531.1)

When processing a 2-Phase Picking Suggestion for a Dual UOM Item and the second Phase is confirmed in P4617 it is leaving a negative hard commitment for the staging location.
The inventory is moved correctly to the shipping location and the commitments for the shipping location are created correctly as well.

  
Steps to Duplicate:
1) Set up Dual UOM Item with Primary UOM = LB and secondary UOM = CA and Dual Picking process activated, UOM conversion 1 PL = 119 CA = 1190 LB
2) P46010 Set up Item Profile for 2 Phase Picking and populate staging location for picking location in P46020 Location Profile
3) P4114 Adjust in item with a weight that is more than the standard UOM conversion, e.g. primary 1300 LB, secondary 119 CA
4) P41202 Item availability shows correct Primary Onhand and Available as 1300 LB and secondary as 119 CA
5) P4210 Enter Sales order for primary quantity 1190 LB and secondary quantity 119 CA
6) P41202 shows Primary soft commited 1190 LB and secondary committed 119 CA for the primary location
7) P4600 Manual Planer Process Pick request and pick the location that has the adjusted quantity of 1300 LB and 119 CA
8) P4617 Note Phase 1 Pick suggestion has been created for the correct quantities of 1300 LB and 119 CA
9) At this point the P41202 Item availability shows a hard commitment of 1190 LB only instead of 1300 LB and a secondary commitment of 119 CA for the picking location. It also shows 110 LB as available
10) P4617 Confirm Phase 1 Pick Suggestion
11) Now the Item availability is updated correctly and the correct commitments of 1300 LB and 119 CA are moved to the staging location
12) P4617 Confirm Phase 2 Pick Suggestion
13) The Item availability shows the correct commitments of 1300 LB and 119 CA moved to the shipping location however there is a negative hard commitment of -153400 left at the staging location
