E1: 05T: P051121 Time Entry Does Not Retain Override Rate When Using a Union Rate

Symptoms
After applying Bug 34386931 when using Union rates the Override Rate cannot be updated in Speed Time Entry P051121. It defaults back to the Union rate.
Steps:
1. Setup P059121 Union rates for a job. Enter hourly rate only.
2. Time Entry MBF Processing Options P050002A #1 is set to use Union Rates table and #7 Override Rate Assignment is set to 1 to User override rate as base hourly rate.
3. P0801ORG Organizational setup the employee is setup with Union Code and Job Type/Step.
4. Speed Time Entry P051121 enter hours of pay type 1. Union rate is correctly applied.
5. Speed Time Entry P051121 enter hours of pay type 1, enter an Override Rate and click to the next row. The Override Rate is not retained the rate incorrectly reverts back to the Union rate.
