Symptoms

When building a package, the package build kernel process dies/crashes. Nothing indicating an error is written to the package build kernel log, however if debug logging is enabled, the following is written at the end of the log:

In this example, jvm.dll in the \bin\server location is incorrectly specified for a 32 bit Tools Release.
