E1: 34: MRP (R3483) Ignores Purchasing Effective Days on an Item Set With Periods of Supply When a Frozen Order and Freeze Fence Exist (Doc ID 2905666.1)

Symptoms

When a purchased item is set up as Order Policy Code = 4 (Periods of Supply) with Purchasing Effective Days and a Freeze Fence, if there is a frozen order that will not fulfill demand, MRP (R3483) will suggest a new order beyond the freeze fence but with a Requested Date that would not meet the demand based on the Effective Date. The planned order (PLO) in the Time Series (P3413) shows the quantity available to meet the demand but is incorrect as it does not consider Purchasing Effective Days.

Steps
1. Create a purchased item (P4101/P41026).
2. In the Item Branch (P41026), set Purchasing Effective Days = 10 in the Lot Processing Tab.
3. In the Item Branch/Additional System Information, use the following settings:
Order Policy Code = 4
Order Policy Code = 60
Planning Code = 2
Freeze Fence = 11
Leadtime Level and Leadtime Cumulative = 15
 
4. Create a Purchase Order (P4310) for the item with a quantity of 1700 EA and a Request Date 17 days in the future. Notice that the Planned Effective Date adds 10 days to that date.
5. Re-inquire on the Purchase Order and update the Freeze Code field to Y.
6. Create multiple Detail Forecast (P3460) records for a quantity of 300 EA for each record. Make the first record’s Request Date 16 days in the future. This puts the forecast within the freeze fence but beyond when the frozen Purchase Order can fulfill the demand.
7. Run MRP with the following horizon:
Number of Planning Days = 20
Number of Planning Weeks = 0
Number of Planning Months = 11
 
8. Inquire on the item in Supply/Demand Inquiry (P4021). Notice that there is a planned order with the promise date one day before the promise date of the firm purchase order. This creates an oversupply.
9. Inquire on the Time Series; notice that the planned order shows available on the date to fulfill the forecast demand, however MRP did not consider Purchasing Effective Days.
10. Inquire on the item in Detail Messages (P3411) and note the Order and Expedite message for a Request Date the same as the first forecast demand but with an Effective Date that includes 10 days for Purchasing Effective Days.
