Symptoms

When trying to start a Managed instance (HTML, AIS, RTE ..etc) from server manager which is running on WebLogic releases 10.3.5 to 12.1.1.0 the process fails with the below error on screen  

The node manager is using SSL protocol. When checking the status of the node manager associated with the instance using weblogic console (Environment-->Machines-->Monitoring tab), it is in 'InActive' status.

The instance was working earlier and issue occurs anytime when a restart is done after October 25th 2022. 

Steps

  1. Login into the Server Manager console.
  2. From 'Management Dashboard' navigate to the page of the managed instance running on WebLogic (e.g. HTML Server).
  3. Click on the Start button
