E1: WRKFLW: R013151 Is Not Extracting Messages at Level 4th or Below From F01131M

Symptoms
When running R013151 in multilevel mode to get the messages from Work Center, the messages fetched from F01131M are only from Level 1 through Level 3. Messages from Level 4 or below are missing from UBE output.
In some occasions Level 1 through Level 3 messages are not clear about the functional problem. The real information message is in the Level 4 messages. Missing the Level 4 messages and considering that the messages in Work Center cannot be filtered, revealing the messages at level 4 or below in the UBE output would make the analysis much easier.
