E1:07: Pre-Payroll R07200 Payroll Stub Calculation is not following DBA setup for Order To Adjust Deduction

Symptoms
When entering the Order to Adjust values in Arrearage for a DBA P059116, the system is not taking the deductions in the proper sequence.
The documentation states the system will deduct based on the highest number first – starting with 9999 down to 0001. If no value is entered (i.e., 0), the deductions should calculate based on the system default by DBA code (smallest number first). But this is not being applied.
Steps:
1. Attach 3 DBA to an employee. DBA 1009, 1018, and 1190.
2. Run the employee through a payroll where there is enough gross to cover deductions.
3. Update DBA 1018 to a higher amount in employee DBA instructions which will result in not enough gross pay to cover DBAs. Reset payroll and note DBA are calculated in sequence of 1009, 1018, and 1190.
4. Update the Order to Adjust values in Arrearage in DBA P059116. Set 1190 to 9999, 1018 to 9998, 1009 to 9997. Reset cache.
5. Reset payroll and note DBA are still calculated in the sequence of 1009, 1018, and 1190.
