E1: PKG: ESU: Issues running R98405W on Deployment Server after Server Package Deployment (Doc ID 2916001.1)

Symptoms

With Tools Release 9.2.7x and later the R98405W is automatically submitted after server package deployment finishes (R98825D) for a full package or an update package containing tables. The R98405W runs to see if any R98407 or *ALTER jobs need to run. The following document has more details on this: E1: ESU: *Alter In ESUs for Table Conversions (TCs) (Doc ID 2554489.1) 

Issue 1:
When deploying the server package from the Deployment Server, and the R98405W gets automatically kicked off, it may fail with the following error on screen:
