When the Winery Constants (P31B13) are set to not use "Inventory Availability Checking" (the box is blank), and a P31B94 Blend Additive Operation (Base OP ADD) is updated from status Open/Active to CLOSED, the Item Inventory is not reduced by the material issued and instead a Commitment is placed on the Inventory.

The issue can be reproduced at will with the following steps:

1. Select a Tank to perform an Additive Operation on.
2. In P31B94 Enter Winery Operations Create an ADDT operation with a selected Additive that has existing Inventory.
3. View the P41201 Item Availability to confirm no Commitment is made.
4. Close the Operation and review the Item Availability - Available is not decreased and instead a Commitment is created.
