E1: 07Y: Invalid Parameters Error Given in W-2 Review P078302 For US Year-End Workbench (Doc ID 2923941.1)

Symptoms

When a pay type is setup for Special Handling for Box 14 and the user does a US Year End Build and then W-2 Review, they are given a hard error Invalid Parameters.
This issue is Pay Type specific and no failure is given for a DBA with Box 14.

Steps:
1. For a Pay Type in P059116 row exit for US Leg/Reg and setup a W2 Special Handling Description (example MOV)
2. Run employee through a payroll that includes the pay type.
3. Setup Year End Workbench P07810 and Special Handling Box 14 for the Pay Type
4. Add a version of the R078301, Data Select on the employee address number, save. Select the version in BV, form exit Advanced, select Submit Version Specifications Only.
5. From YE Workbench, row exit Year-End Process, Submit Build. Row exit W-2 Inquiry. Select row for employee and the user is given a hard error Invalid Parameters
6. Change the Pay Type description to less than 3 characters (example MV). Clear cache. Reset the Year End and Submit again. A different error for UDC is given.
