Blanket order release (P420111) issues an Invalid error 48AR Work Order Not In Status Flow

When the user Releases a Blanket and Generates a Sales Order that creates a Work Order,  they get an error that "Work Order Status not in Status Flow" error.  This Error is Invalid as the Work Order Status is indeed within a valid "WO Status" on Creation.

Steps

1. Verify WO Activity Rules are activated in MFG Constants (P3009)
2. Verify WO Activity Rules (P4826)
3. Check Processing Options (P420111, P4210, and P48013)
4. Create a SO Blanket Order for your Item (P4210 SB Doc Type)
5. Go to P420111 Blanket Order Release
6. Select your Sales Blanket Order Number
7. Enter Release Qty and hit Enter
8. Generate SO
9. Notice if the Work Order is at  a Beginning or Held Status that isn't the First status in the Activity Rules you will get an Invalid Error 48AR (This is an Invalid Error)
