E1: PKG: Compression Not Updating Parent Package with new Objects from Update Packages (Doc ID 2934499.1)

Symptoms

When trying to recompress a client full package after building one or more update packages.
The include folder directory does not contain the modifications from update package include directories.

Steps to Reproduce:

1. P9601 Build a full package.
2. Fast Path to OMW and checkout the BSFN and add comment in the BSFN .h file.
For an NER, if possible add a parameter in the data structure.
3. Check out that data structure.
4. Check in all objects.
5. P9601 Build an update package.
6. Deploy the update package.
7. P9622 Package History for the Full package and set all status to successful.
8. Under the client build/Compress set the source and include directories to not build.
9. Submit the package
10. When complete open the client include.cab and extract the files.
11. Verify the NER .h and BSFN .h
