E1: 05: Director Text is not displayed in Employee Self Service P05410

Symptoms
After applying Bug 33732624 the Director Text created in P05401 is no longer displayed in Employee Self Service Director P05410.
Steps:
1. From P05400 select event OPN or any event. Row exit Director Text. Add text and save. Note this is not event specific.
2. Review the Generic Text Key created in the Media Object table F00165 for example is OPN|00000||26||1
There is no space between the pipe symbols. This can be used to include country and language information if needed. The P05401 has not changed and this is how data has been historically written to the F00165 table.
3. Build workfiles (R085530/R085520/R054101)
4. Launch Open Enrollment P05410 ZJDE0005. Shows no Director Text. This is not working for any event.
