E1: 13: After Changing The Failure Code On P13714 Planning Workbench, A 13A1 Warning Occurs 'Selected Failure Code Has Expired' (Doc ID 2939073.1)

Symptoms

When using the P13714 (Planning Workbench) and selecting the P17762S (Failure Analysis Search & Select Tree) and changing the Failure Code, the system generates the Warning: Selected Failure Code Has Expired.
This Warning occurs despite the failure code (P17761) having valid effective Dates that have not expired.

Steps to Duplicate:
1. Set P17001 (S/WM System Constants Revisions) to use Failure Analysis Tree
2. On P17761 (Failure Analysis Codes) input valid effective dates for the failure, and ensure the begin date is in the past, and the end date is in the future.  
3. Enter an existing P13700 (Planning Workbench) order via menu G1316.
4. On P13714, enter the Failure Description field and select the visual assist, and replace the failure code.
5. Error 13A1 occurs, "The selected Failure Code's expiration date is less than the system date." however, the dates are effective and the end date is past the system date.
