Symptoms

Per some state requirements employers are required to provide sick leave per hours worked.  With a master and rollup accrual setup with an hours limit when an employee hits the hours limit from rollover (and or accrued) as the employee uses sick the software incorrectly is allowing them to accrue more hours.

For example employers in Colorado are required to provide one hour of paid leave per 30 hours worked, up to 48 hours per year.  Hours not taken can be rolled to the new year but the accrual for the new year will only calculate up to 48 hours based on the number of hours rolled over from the previous year.  But if an employee has 48 hours and uses 10, they should not be able to accrue more, they should only have 38 hours left in their balance.
