Symptoms

Payroll ran the Florida (FL) SUI XML Format (10) -R078310X, but when they tried to upload it, the file it was rejected.

The issue can be reproduced at will with the following steps:
1. Setup unemployment insurance rates (P079221).
2. Run Tax History Integrity Report (R077011).
3. Running the Prepare Data for SUI Reporting Program (R078300).
4. Execute the Florida SUI XML (R078310X) for FL SUI.
5. Upload the XML to FL SUI website and it fails.
